Radviliškis Fuel Terminal

Pursuant to the provisions of Chapter VIII and Annex 4 of the Provisions on the Prevention, Elimination and Investigation of Industrial Accidents approved by the Resolution of the Government of the Republic of Lithuania No. 966 of 17 August 2004, we provide information to the public about the Radviliškis Fuel Terminal of AB Lietuvos geležinkeliai Asset Management Services Management of Railway Service Facilities Management Management of Fuel Terminals Management of Fuel Terminal:

  2. The Industrial Accident Prevention, Response and Investigation (Lower Level Requirements) Regulations shall apply to the Radviliškis Fuel Terminal. In accordance with the requirements of the Regulations, a notification of a hazardous object has been submitted to the Fire Protection and Rescue Department (hereinafter referred to as 'the PRDS').
  3. The following activities are carried out at the Radviliškis fuel terminal: trade in petroleum products, storage of petroleum products, refuelling of railway rolling stock, vehicles and other machinery. The Radviliskis Fuel Terminal operates two 1600 m3 and one 700 m3 diesel fuel tanks, totalling 3900 m3. All tanks are above-ground, stationary, vertical. The average annual volume of diesel stored at the Radviliskis Fuel Terminal is 1400 m3.

The hazardous substance is diesel, UN number 1202, CAS number 68334-30-5, hazard class III. Classification according to the classification of hazardous substances:

H226 - flammable liquid and vapour;

H332 - harmful by inhalation;

H315 - irritating to skin;

H304 - if swallowed and enters the respiratory tract, may cause death;

H351 - suspected of causing cancer;

H411 - Toxic to aquatic organisms, causes long-term effects.

Other hazards: Diesel vapours are irritating to the respiratory system, inhalation of large quantities of diesel vapours may cause chemical poisoning.

Main symptoms and effects: inhalation of high concentrations of fumes, mists or vapours may cause respiratory tract irritation. Redness, irritation if on skin. In case of minor thermal burns, cool the wound and keep the burn site under cold running water for at least five minutes until the pain subsides.

Specific hazards: If tanks or vats containing diesel fuel are exposed to fire, there may be a risk of explosion and fire due to the increased pressure inside the tanks. The mixture of hydrocarbon vapour and air produced by the spillage of diesel fuel may explode or ignite from sparks or hot surfaces.

  1. In the event of an industrial accident at the Radviliškis Fuel Terminal, the terminal staff, public authorities and institutions shall be informed by all available means of communication (fixed, mobile). In the event of the need to evacuate the employees and residents of the surrounding facilities from the hazardous area, the public address system at the Radviliškis railway station may be used to transmit information.

 

If you live or are close to the scene of an accident or fire, you should follow these tips:

  • Leave the danger zone immediately and move away from the accident site and the direction of the wind;
  • if you see a fire or its smoke, immediately move away from the scene of the accident and move away from the direction of the wind. If you cannot move away, seek an enclosed building or car and close all windows and doors. Turn off air conditioning and ventilation systems;
  • follow official information on radio, TV or the internet and follow the instructions of the authorities;
  • if you have the opportunity, report the accident to the emergency services by calling 112;
  • if you experience discomfort or symptoms related to fuel vapours or fumes, seek medical attention. Avoid eating and drinking products that may be contaminated by fuel vapours or fumes. If you have pets or animals, try to move them to a safer place or protect them from exposure to fuel vapours or fumes;
  • avoid approaching the scene of the accident and do not interfere with the work of rescuers.

 

In accordance with the provisions of point 8 of the description of the procedure for exchange of information on an event, emergency or emergency situation and provision of data on the consequences of an emergency situation, approved by the Order of the Minister of the Interior of the Republic of Lithuania of 6 October 2020, No 1V-1021, in the event of an industrial accident, imminent emergency or emergency situation, AB Lietuvos geležinkeliai shall provide the PRT with the information. The PRT shall forward the summarised information to the responsible authorities and interested bodies.

  1. Complex inspections of the Radviliskis Fuel Terminal shall be carried out every three years, in accordance with the schedule of inspections of hazardous objects approved by the Director of the Fire Protection and Rescue Department.
